What Historic Review Asks For

Window and Siding work here often needs design review before a permit is issued. Nine neighborhoods are protected historic districts, and inside them a replacement window has to match the original in material, size and frame shape, with the opening never resized to fit a standard-size window. On Historic Hill and along Summit Avenue that review is handled by city staff in about five working days.

Narrow Lots and Back Alleys

The lots are narrow and many of the old houses are reached from the alley. Zoning allows thirty-foot lots and five-foot side yards, so from Frogtown through Payne-Phalen the scaffolding goes up in a tight side yard. In winter, the city plows none of its three hundred miles of alleys. The hail in June 2026 came down hardest on the north and east sides, a mile from blocks that were left alone.
